Chamfer depth is how far the tool plunges axially. Z offset is how far the tool's centreline must move from the sharp edge in Z. For a 45 deg chamfer, depth = Z offset = chamfer width. For steeper angles, the Z offset is larger than the depth.
Yes, for small chamfers under 2 mm. Spot drills typically have a 90 deg included angle (45 deg per side). For production chamfering, use a dedicated chamfer mill -- it has more flutes, better edge geometry, and produces a cleaner finish.
